Modeling headcount by country BU for the legal and compliance function

Objective
The Secretary General struggles to challenge the hiring requests for legal staff coming from the company’s country business units (over 50 countries, representing 90% of the function’s workforce). At the same time, digital tooling varies widely from one country to another, as do the requests for support to the corporate teams. The aim is to spark a conversation about team productivity using objective indicators derived from the drivers of generated workload (e.g., number of service lines, number of decision‑makers, business environment, etc.).
Approach
We supported the Secretary General in three stages :
Interviews conducted with a panel of country legal heads to understand the drivers behind their workload. Collection of around fifteen Business Volume Indicators per country over the past three years to create a meaningful effect.
Modeling workforce levels through multiple linear regression and defining a company‑wide equation.
Implementation of a reporting framework positioning each team as having above‑ or below‑average apparent productivity. Factoring in the state of digital tools and support requests helped facilitate dialogue and guide organizational adjustments.
